Arafat's tricky descent from his UDI deadline
Article Abstract:
Palestine and Israel should have reached a final agreement by May 4 1999, since the five-year interim deadline for the Oslo agreement is on that date. Palestinian leader, Yasser Arafat, has also set a deadline for that date and argues that Palestine has the right to make a unilateral declaration of a state in Gaza and the West Bank. Arafat has to withdraw from this position without losing face. He risks arousing opposition within Israel if he goes ahead, and appearing weak to fellow Palestinians if he does not.

Yasser Arafat has sought to persuade the world to put pressure on Israel to honor a peace agreement with Palestine, but Palestinian critics of his policies are becoming impatient. They see their economic positions as having worsened since the establishment of the Palestinian Authority, which many also see as corrupt. The government has been reshuffled and a unity government may be set up, which could be preparing the way for Palestine to unilaterally declare its statehood.

Palestinian Authority (PA) head Yasser Arafat may have misjudged the mood of Palestinians with his diplomatic efforts and his clamp down on militants. PA chief of security in Gaza, Muhammad Dahlan, has offered his resignation, criticising the incoherent strategy of the PA leadership.
