Arcane laws severely distort property market in Bombay, escalating cost for foreign firms

Arcane laws designed to protect tenants and discourage underground property transactions are forcing up office rents in Bombay to unaffordable levels and making foreign firms wanting to enter India rethink their plans. The country's draconian Rent Control Act, which makes it virtually impossible for a landlord to evict a tenant or increase the rent, serves to keep out development and scare owners out of renting their property. As such, the property market has become severely distorted in the wake of considerable demand for new office and housing space.

Pakistan is close to experiencing a financial crisis similar to that suffered by Mexico. Although it does not have enormous foreign debts like Mexico, Pakistan's difficulties threaten its financial situation amid economic reform. An adviser to Prime Minister Benazir Bhutto says economic indicators need to be regulated to sustain growth, which he believes is crucial in opening its economy, reducing government subsidies and privatizing state enterprises.

The US is likely to appoint itself as guardian of Hong Kong's freedoms when China gains control of the former British colony. Diplomats say US Secretary of State Madeline Albright has informed Hong Kong and Chinese executives that the US would like to see the Chinese government fulfill its promise of maintaining the Hong Kong way of life until the early parts of the 21st century and that Hong Kong will be the test of US-China relations.
