Article Abstract:
The lack of transparency in government actions has given the freedom of information movement in Japan impetus highlighted by the proposed passage of the Public Information Disclosure Act. Second, Japan's constitution has no rigorous system of checks and balances. And lastly, Japanese government officials are uncooperative and will not litigate their rights.
