The United Nations will proceed with elections in Cambodia May 23 1993 despite recent Khmer rouge attacks which are driving vietnamese from the country and causing general unrest. Leaders intend to hold the elections although the terrorists may continue to try and stop them.

Declare victory and stay
Article Abstract:
The UN may want to leave Cambodia as soon as possible because of the expense and futility of trying to keep the peace. However, the UN needs to stay beyond May 1993, when elections will be held, to help establish democracy and prevent Khmer Rouge terrorism.
