Congress is readying legislation to give the Food and Drug Administration control over cigarettes. The bill includes a $12 billion buyout of tobacco quotas. Most of the quotas are owned by non-farmers, heirs of the original owners.

Wine sales are increasing as the old rules governing wine marketing are being struck down. Previously, alcoholic beverages could only be sold to w holesalers licensed by the state, who then sold them to licensed retailers.
