The surprising victory of the royalist FUNCINPEC party in Cambodian elections may mean trouble. The ruling communist Cambodian People's Party refuses to accept defeat and claims the results are fraudulent. The United Nations task force overseeing the elections is backing the results.

The Bosnian government under Rasim Delic has bleak options in the war against Serbian forces. The option to continue fighting is troubled by a lack of discipline among troops and poor communications. Negotiations with the Serbs through the UN would be precarious.
