United Nations secretary-general Boutros Boutros-Ghali must determine if the Khmer Rouge can be trusted to participate in the UN peace plan for Cambodia. By appearing to be cooperative they are making political gains, but it remains to be seen if they are willing to disarm themselves.

The United Nations efforts to prepare Cambodia for democratic elections on May 23-25, 1993, is being hampered by fighting between government and Khmer Rouge forces. However, voter registration is very high and the UN will make every effort to see the elections happen.
