Caribbean and Central American nations are upset over US trade policy. They pay tariffs on exports while Mexico is exempt. Pres Clinton's attempt to push parity through with the budget bill failed. Florida's rep is pushing for a bill to band trade privileges to all nations doing business with Cuba.

Slow track to fast-track
Article Abstract:
Chile is hardly enthused about the prospect of being the first likely beneficiary of fast-track trade negotiation from the Clinton administration. Chile has already made substantial trade deals with other major trading nations and was passed over in the NAFTA deal.
