Reports of torture and acts of terrorism, which include the murder of children, are prompting European nations and the US to discuss military intervention in the civil war. Various military plans, their costs and consequences are discussed.

UN mediators Cyrus Vance and Lord Owen were angry and surprised the peace talks on Sep 18 did not occur and that the cease-fire near Sarajevo was broken. UN intervention and the upcoming elections in former Yugoslavia are analysed.
