Official notices from the Chinese government in 1998 confirm there are few opportunities for foreign Internet operators, but hope remains policies will be liberalized. China has classified the Internet as part of the telecommunications industry, and China maintains strict domestic control of telecommunications. China is also sensitive to protecting government information that is communicated on the Internet. However, changes in telecommunications investment regulations and reports that major cities such as Beijing may experiment with telecommunications liberalization provide hopes to foreign business persons.

Cut-rate calling
Article Abstract:
Resale telephone companies in liberalized countries such as the United States can sell international calls at discount rates to customers in China because they do not have the overhead state telecommunication operators have. Alternative calling procedures such as call-back, call-through and call turnaround reroute calls through countries where the international tariffs are low. The business has grown 10-fold between 1993-1996.

China's market for radio pagers is continuing to expand, although some difficulties have arisen. Pager sales are increasing in China's rural areas, as prices are becoming affordable for the nation's less wealthy population. However, a boom in pager operators has led to constraints on frequencies and capacities, interference with aviation traffic and regulatory violations.
