China reneges on Hong Kong: dispute on civil servants' files shows Beijing backtracking
Article Abstract:
China is giving further evidence of its plans to ignore its earlier promises and simply convert Hong Kong into a colony more tightly administered after 1997 than before. China is demanding that Hong Kong send it personnel files on all senior Hong Kong civil servants so it can decide who to appoint to various offices. Yet China had promised it would merely ratify the choices made by the people of Hong Kong and their elected chief executive. Britain's plans to offer British citizenship to many families complicates the issue.

China has consistently flouted the spirit of its proclaimed plan of 'one country, two systems' that would give Hong Kong relative autonomy, and no changes seem forthcoming. China's leaders do seem to realize they are interfering excessively in internal Hong Kong affairs, but they still apparently plan to appoint their own socialist figures to head a democratic, capitalist system. China also wants to control the legislature, and is not giving an adequate voice to many segments of Hong Kong society.

Chinese efforts to erase imagined slights to their honor regarding Hong Kong's sovereignty are likely to destroy the unique value of the incipient province and its worth to China itself. China is ignoring the National People's Conference's 1990 decision regarding the 1997 transition to Chinese control, which called for a smooth transfer. China claims the British violated the Basic Law, but intends to violate that law itself rather than trying to remedy any damage it perceives.
