Representatives of the US, Canada, and 19 Latin American nations signed an anti-corruption agreement at an Apr 1996 meeting in Caracas, Venezuela. The agreement calls for international cooperation on bank law enforcement, drug trafficking, and other issues, but does not alter existing extradition laws.

Kicking the kickbacks: corruption
Article Abstract:
Governments in Europe met to discuss the creation of laws and a treaty that prohibit bribery by foreign companies in an effort to gain contracts. The effort is admirable, but not likely to be completely successful as ways to circumvent laws are readily available. Economic reforms would help.

A drug tale of two cities

Mexican drug trafficking syndicates appear to be gaining market share at the expense of the Cali cartel, whose operations have been hindered by Colombian law enforcement. Paradoxically, the US has decertified Colombia's drug trafficking control effort, but has recertified Mexico's.
