Article Abstract:
Major deals between multinational companies have wide-ranging implications, and there is a case for the World Trade Organization (WTO) being able to tackle competition policy. Anti-trust authorities have collaborated on some issues but a multilateral approach is preferable. US anti-trust authorities do not believe that multilateral rules are workable, but there are a number of issues, such as cartels, where there is agreement between members. New procedural rules can be developed even where no consensus is likely.
