The EC is courting Japanese and Asian trade with conciliatory overtures. Measures include a commitment to provide more fair and realistic aid policies to Southeast Asian nations particularly developing ones, the replacement of troubled EC-Japan relations with a friendly and intimate economic relationship and increasing its aid budget to Asia by 55% during 1992 to 1995. EC policymakers admit to have been indifferent to Asian nations' trade interests. Observers say that allowing the European Investment Bank to provide long-term financing to Asia's developing nations will be a first step in rectifying thesemistakes.

The increasing trade hostility between the US and the European Community (EC) has resulted in the delay of the Uruguay round of world trade talks supported by the General Agreement on Tariffs and Trade (Gatt). EC's move to increase oilseeds production might harm the US soybeans exports. Meanwhile, the US plans to retaliate Brussels' move to increase tariff on US agricultural goods with a 200% tariff on EC products worth $300 million. Meanwhile, failure to hasten the talks might leave Asia's plans to expand exports of textiles and tropical goods unfulfilled.

European leaders are forging closer economic and political ties with Japan and South Korea as they prepare for the first Euro-Asian summit, set for early 1996. European Union Trade Commissioner Leon Brittan is leading the way, trying to improve overall ties to Seoul and supporting Japan's effort to gain a permanent seat on the UN Security Council.
