The British Council has published research on how Britain is perceived abroad, and Britain is perceived as very traditional, despite attempts by the government to portray a modern image. Most people see Britain as ruled by class divisions, and many see the British as not welcoming to foreigners. The British Council wants to change the image of Britain, yet foreigners appear to like the British emphasis on tradition. Britain is characterized by stability, and this is reflected in views of Britain.

Fading attraction
Article Abstract:
Britain ranks fifth among world tourist destinations, but tourism grew more slowly than average world growth from 1980s to 1990, and numbers of tourists have been more or less static in the late 1990s. The government is funding a number of projects likely to attract tourists, such as the Millennium Dome, though the British Tourist Authority has a relatively small budget. Less is spent on English tourism than on tourism in Northern Ireland, Wales and Scotland.
