Coreper, Europe's managing board

The two-tier committee known for short as Coreper is responsible for managing the details of the intergovernmental business undertaken under the auspices of the Council of Ministers of the European Union. This committee is made up of high-ranking civil servants, many of whom are career diplomats. They act on behalf of their national governments, and they and their working parties below them deal with nine-tenths of issues before ministerial meetings even take place. Some Coreper members believe that their future is uncertain because foreign ministers are beginning to become less influential.

Article Abstract:
There are a number of changes that should be carried out by the European Union (EU), which include the role of the European commission. The EU has expanded to 15 members from six, and plans to include more members. A structure that was initially suitable has become less so, and greater power could be given to the European parliament if the EU had begun with 15 members. The European commission proposes laws, and these proposals have dominated the EU. There is a case for strengthening the Council of Ministers in which national governments have direct representation.

The council of ministers should make its referendums and debates public when it deals with national laws such as the Maastricht treaty. The secrecy of the council of ministers has created public resentment towards broad European laws such as the treaty.
