Jose Cutileiro, Europe's fledgling defender
Article Abstract:
NATO is the foundation-stone of defence in Europe, according to Western European Union (WEU) Secretary-General Jose Cutileiro. He feels that the WEU should be seen as a crisis management tool to be used by Europeans in operations where North America would not want to become directly involved. It is now possible for the WEU to become involved in military alliances, which could transmit resources to smaller and more delicate operations, such as anti-terrorism and humanitarian work.

NATO is still too large and complicated following streamlining that was prompted by the breakup of the Soviet Union. Termination of all branches under the general European, north-western, central and southern commands is being proposed.
