The Vietnamese Communist Party is introducing measures to aid troubled state-owned enterprises. Furniture manufacturer Lam Son Lacquerware, which has management problems and bad debts, is a company receiving much aid. The party put Nguyen Dang Quang in charge of Lam Son in 1988. Quang knew little about business, but had good party connections and a patriotic record. He began making unsanctioned investments in property, steel and petroleum. These were discovered in 1995 and Quang fled the country. The government has since restructured both the company's debts and its business to prevent its bankruptcy.

Article Abstract:
Japanese securities firm Nomura Securities Company Ltd. is preparing itself to compete against the major US investment banks in Asia. The full extent of the changes is unclear, but Nomura is sharpening up its operations in response to the probability of financial sector deregulation which will mean it can no longer rely on large trading commissions to bolster performance figures. Nomura is taking on higher quality employees, restructuring its worldwide operations to become more integrated, and experimenting with new instruments including securitized bonds.
