Rising public awareness of and anger over violence within the ranks of Taiwan's military has led to hotlines, investigations, and arrests, but little change. Statistics suggest the actual number of deaths has declined, from 548 in 1990 to 413 in 1994, but the veil of secrecy has lifted slightly and furious parents will not let it fall. Causes of the violence said to plague the lower ranks may include a shortage of noncommissioned officers and the culture of career officers who trained under martial law.

Taiwan Defense Minister Chen Lian's announcement of plans to dismantle the country's feared Garrison Command in June 1992 was met with criticism by senior military officials. The move was prompted by a decision made in 1991 by Pres Lee Teng-hui on the need for laws passed during the Martial Law period to be approved by the legislature. Legal experts had criticized the Garrison Command, which was established in 1958 by the late Pres Chiang Kai-shek, as unconstitutional.

Steel walls: Taiwan's naval modernisation gathers pace
Article Abstract:
Taiwan is gearing for a naval modernization program to rival that of China. The latter's plans of acquiring an aircraft carrier from Ukraine has given impetus to Taiwan to seek sources of defense technology. A chief program being undertaken by Taiwan is the establishment of 12 frigates with the help of the US. The country has likewise been in constant touch with European countries since the 1980s for carriers and naval technology.
