Maneuvering for the Philippines' 1998 presidential elections entered full swing by mid-1996, with President Fidel Ramos's hand-picked successor, Jose de Venecia, lagging in all polls. Prominent opposition contendors include Miriam Defensor-Santiago, Senator Edgardo Angara, and Vice-President Joseph Estrada. Ramos's administration is vulnerable despite a 6.2% GDP growth in early 1996, due to charges of government corruption, a wave of kidnappings and violent crime, and the failure of growth to benefit most people.

Jose de Venecia is widely believed to be the Philippines' second most powerful politician after Pres Fidel Ramos. De Venecia, who is eyeing the speakership of the House of Representatives, is also the secretary-general of the administration party, Lakas ng Edsa-National Union of Christian Democrats. Observers say that the current realignment of parties in the lower house would greatly boost de Venecia's chances of clinching the House speakership.

The Communist Party of the Philippines is facing its worst crisis in its 24 years of existence. A rectification campaign has been instituted by the party's exiled founder, Jose Ma. Sison, in order to fix the party's deviation from Maoist orthodoxy. However, Sison's comrades haveinterpreted this move as a purge of critical members. With the disarrayed command structure, the CPP's effectivity for seizing the moment gravely diminishes.
