Ukraine continues to face serious economic problems. This has prompted the country's parliament to give President Leonid Kuchma the authority to enact the 1999 budget without its approval. There are now plans for politicians to work together to back a series of further reforms, including liberalizing energy and agriculture and selling off state property. The International Monetary Fund has agreed a $2.2 billion, three-year loan, thus ensuring that Ukraine does not default on its $10 billion foreign debt.

Ukraine is an example of how the failed economies of the ex-Soviet republics is due to a large part on their interdependence on each other. Under central planning their economies could successfully interact with each other, but now they hold each other down.
