Easy scapegoat: people blame the UN for all their woes
Article Abstract:
A Sep 1992 report reveals widespread anger among Cambodians against the UN Transtional Authority in Cambodia (Untac.) Though Untac's responsibilities are limited to disarming factional troops and supervising existing administrative institutions, most Cambodians believe that UN responsibilities include complete take over of administration to solve the country's problem. High expectations have, therefore, resulted in disillusionmemt and Untac is blamed for problems that are not under its purview. Lack of respect shown by Untac's personnel towards Cambodian women has also contributed to the problem.

Strained ties: poor UN relations with Bangkok mar peace process
Article Abstract:
The UN Transitional Authority in Cambodia (UNTAC) claims that Thai activities in Cambodia are assisting in stalling the Cambodian elections scheduled for 1993. UNTAC has reported the presence of Thai military units in Cambodia, along with Thai gem miners and loggers in Khmer Rouge controlled areas. A UN resolution has forbidden log exports from Cambodia and Cambodian import of petroleum products from Dec 31, 1992. Analysts, however, feel that the ban will not prevent Cambodian-Thai commerce, and Cambodia will continue to demand the expulsion of Vietnamese from Cambodia.

Thai companies are operating 24 hours to maximize exploitation of Cambodia's natural resources before the UN Transitional Authority in Cambodia takes control of the Thai-Cambodian border. Tons of earth are being moved by trucks across the border and into Thailand where they will be sifted for gems. Meanwhile, Vietnamese companies are also engaged in smuggling timber along Cambodia's eastern border with the help of corrupt government officials. Thailand, the main business partner of the Khmer Rouge, has been asked to help influence the peace process in Cambodia.
