North Koreans are fleeing to China to escape from hunger, despite tighter border controls on the Chinese side. The United Nations' World Food Program (WFP) sees some improvement in food shortages in 1999, and aims to distribute to ordinary people, rather than focusing on schools, hospitals and nurseries, as has previously been the case. The US supplies 80% of food handled by the WFP, and the party, police and secret service take more than half of foreign food aid, according to one former member of the party. The food distribution system is inefficient, and corruption is also a problem, according to those who have fled North Korea.

Article Abstract:
Negotiations are taking place in Geneva, Switzerland, with North Korea. The US hopes to persuade North Korea to allow American officials to visit a site in Kumchang-ri, North Korea, where it is believed that nuclear weapons may be being produced. North Korea was initially seeking $300 million for arranging the inspection, but has now stated that it will accept 1 million tonnes of grain instead. Separate negotiations involving North Korea, the US, China and South Korea aim to establish a peace deal for the Korean peninsula.
