Europe juggles its jobs
Article Abstract:
The European Commission of the European Union (EU) draws up accounts annually and they are approved by parliament, which rejected the 1996 accounts. There is also a vote of censure planned by parliament against the commission, which is unlikely to be passed. The European parliament does not have good relations with the president of the commission, Jacques Santer, and he is likely to be replaced at year-end 1999. Possible candidates for this post include former prime minister of Italy, Romano Prodi, and NATO secretary general, Javier Solano. The commission's power is being eroded by a number of factors such as the increased power of the European parliament.

Some observers predict that new European Commission pres Jacques Santer will not be able to control the powerful and experienced politicians who form the Commission. Santer's goals for further European union may be difficult to achieve.
