Prime Minister Ryutaro Hashimoto plans to create a more lean government that will be more able to institute reforms. However, he faces opposition within his own Liberal Democratic Party to efforts to privatize the post office. The finance ministry has thwarted plans to take away its policymaking authority.

Hashimoto's headache

Ryutaro Hashimoto's Liberal Democratic Party (LDP) won 239 seats in the 500-seat Diet in Japan's Oct 1996 elections, but Hashimoto's coalition partners, the New Party Sagikake and the Social Democrats, both lost seats. The Socialists no longer desire full inclusion in an LDP-led coalition.
