Article Abstract:
Construction of new office space and modern housing for Westerners in Hanoi, Vietnam is progressing slowly thanks to bureaucracy, corruption, and confusing laws. Prices for existing space are skyrocketing and seem unlikely to come down for at least a few years. No prime office space currently exists, though more than 11,000 square meters should open by year-end in the International Centre and the Central Building. Prices are likely to exceed $60 a square meter at least through 1997 thanks to height limits and lack of competition.

Stuck in traffic
Article Abstract:
The Jakarta city government's new rules designed to ease traffic and encourage commuters to take the bus have been less than successful. The plan prevents cars with less than three passengers from using the main routes from the residential areas into the city from 6:30 to 10:00 am. However, cars use the smaller roads parallel to the main routes, causing large traffic jams in the process. Commuters refuse to ride buses to work because they are driven recklessly and are usually overfilled.
