Article Abstract:

A political purge of the People's Liberation Army (PLA) occurred after the October 1992 Communist Party Congress. Cuts in troops, dismissal of leaders and budget cuts were all called for by budget-minded party members. The PLA is also suffering from a shortage of weapons.
