Israel's main concern with Lebanon appears to be whether to threaten or actually bomb the country. There was an agreement in 1996 for battles to take place in uninhabited areas, but Lebanese civilians have been more affected by retaliatory bombings by Israel than have Israeli civilians by Hizbollah attacks. Hizbollah has appeared more disciplined than Israel, despite descriptions of terrorism in Lebanon. Israeli attacks are not productive, and are also dishonest. Israel could withdraw from Lebanon, and would have more reason for retaliating if the attacks persisted.

Relations between Israel and Lebanon improved with a planned Israeli withdrawal, but have worsened following attacks on Israel soldiers, to which Israel has responded with bombings of electricity transformers. Relations between Israel and Syria had improved, but there has been little sign of progress from Syria, and Israel's prime minister, Ehud Barak, has been asked by the US and Egypt to be patient. There are divisions within Israel on this issue, and there have been calls for Israel to withdraw from Lebanon immediately.
