Image is everything: did Enron really concede that much to Maharashtra?
Article Abstract:
The US-based power company Enron Development Corp. may not have conceded much to the government of Maharashtra, India in its negotiations to resume previously cancelled construction of a plant in that state. Construction was cancelled because of environmental and cost concerns. The new arrangements include increased power capacity and decreased capital costs and electricity tariffs. However, Enron has saved money with technological improvements, decreasing costs for hardware, improved foreign exchange, and increased capacity. The negotiations may cause other local governments to demand more of international energy companies.

The state is relatively wealthy and literate and there is a coalition of local interests opposing rapid industrialization. There is concern about air and water pollution and deforestation that locals fear could result from the plant. The company argues that scrubbers and other methods can be used to combat pollution and the plant will bring jobs.

Greens for the reds
Article Abstract:
Golf is becoming a big business in China and is becoming a symbol of the speed and extent of the nation's reforms, with the building of 22 courses already in the planning stage. It is hoped that the courses would attract foreign investment, enhance tourism and redirect property development away from the oversaturated residential market. There is much enthusiasm about the plans and minimal concern about the boom-and-bust cycle that has struck other golf developments in Asia.
