Russia is failing to adhere to peacekeeping rules established by the Commonwealth of Independent States collective decision making and neutrality. Russia has dispersed the most troops and has become embroiled in regional disputes in South Ossetia.

The former Soviet republics have decided to set up their own armies, which creates the problems of reapportioning the conventional weaponry and redistributing troops by nationality. Tables show the current distribution of armor and troops.
