The 1993 UK budget includes a proposal for a pilot employment subsidy program in which unemployment benefits could be transferred to employers who hire the recipients in newly-created jobs. Strict policing is essential to keep employers from replacing existing jobs with subsidized workers.

TUPE or not TUPE? Contracting out

The UK's TUPE rules on the rights of employees when jobs or ownership are transferred may hinder William Waldgrave's effort to increase the contracting out of civil service work. TUPE appears to prevent private employers in civil service contracts from reducing salaries.
