Foreign businesses have brought some employment to Wales and Scotland, but local businesses have not won as many contracts to supply incoming investors with components as had been anticipated. The regional development agencies in Scotland and Wales are now considering whether it would be more effective to focus on existing companies. Ideas under consideration include encouraging local academics to work on problems that are common to groups of companies and persuading local companies to share information on new markets.

Article Abstract:
The Japanese construction industry is expected to take a downfall as the Japanese government announced to cut down on public works spending by a total of 15% by the year 2001. The industry currently employs about 6.6 million and is being criticized as wasteful because of a budget bigger than that of other developed countries. The industry still has a market but overcapacity has made the industry less profitable than it should be.
