Yevgeny Primakov opposes the bombing of Serbia by the North Atlantic Treaty Organization (NATO) and has returned from an uncompleted journey to the US, where he was to have asked for funds from the International Monetary Fund (IMF). Russia's debt repayments for 1999 are $17.5 billion, and federal budget revenues are projected at under $25 billion. Russia could seek to sell missiles to Serbia. Within Russia, there is more concern about domestic problems than about Serbia, and the Russian ruble dropped in value when Primakov's return was announced.

There has been a new focus on foreign policy in the Clinton administration following the refusal of Senate to agree to the ratification of the Comprehensive Test Ban Treaty. There is also concern that Congress may decide against paying US arrears owed to the United Nations. President Bill Clinton has criticized isolationism among Republicans, while treasury secretary, Larry Summers, has expressed concern about the malign neglect of the world reputation of the US.
