South Africa has been experiencing moderate growth since 1993, but unemployment remains high, at somewhere between 20-30%. The powerful trade federation Cosatu opposes a new government fiscal initiative called GEAR. Cosatu claims that GEAR will lead to more joblessness, especially among blacks.

Article Abstract:
The South African government plans to begin easing restrictions against taking money out of the slowly over the next few years. Other economic reforms put into place have already helped the country's economy, and growth is occuring at a rate of 2.5%.
