Article Abstract:
The Khmer Rouge has demanded a redrawing of Cambodia's borders to what it was prior to the 1970 coup that ousted Prince Norodom Sihanouk as the country's leader. The Khmer Rouge, through Pres Khieu Samphan, claims that Vietnam annexed part of Cambodian territory when it signed three treaties with the Phnom Penh government. The redrawing of Cambodia's borders with Vietnam is one of the conditions set by the Khmer Rouge before the 1991 Paris peace treaty can be implemented. Observers are saying that the border dispute may further delay the peace process initiated by the UN.

Factionalism in the Khmer Rouge increases the threat of violence in the Cambodian regions it occupies, but Co-Prime Minister Hun Sen's efforts to reach out to the break-away leaders may result in an alliance between his Cambodian People's Party (CPP) and elements of the Khmer Rouge. The Khmer Rouge has arrested Ei Chhien and called for the death of Ieng Sary. Hun Sen has reached out to them and others in the dissident faction by offering them government positions. Alliance with the Khmer Rouge may compromise the CPP's coalition with the Funcinpec Party.

The danger within: powerful minister speaks out against corruption
Article Abstract:
Deputy Premier Sar Kheng has publicly distanced himself from Cambodian leaders by criticizing the regime for corruption and flatly denying others' claims that the Khmer Rouge are shattered. Kheng, who also holds the Interior Ministry portfolio, may be positioning himself to try for the prime ministership, but his support for democracy and opposition to corruption appear genuine. He defected from the Khmer Rouge in 1978 himself, and was prominent in the subsequent Vietnamese-backed government of Cambodia.
