Germany is sorely in need of economic reform, as unemployment is the highest it has been since before World War II, yet there does not seem to be the political will to enact reform. Things look bleak for chancellor Helmut Kohl a year before the next election, though he has emerged from trouble before.

German chancellor Helmut Kohl wants the European Monetary Union to proceed so badly he is conveniently overlooking the fact that Germany may have difficulty qualifying for it by 1997. It is thought he may apply a very liberal interpretation of the qualifying criteria when the time comes.
