The inter-governmental conference of the European Union brought together representatives from 15 member nations to advance European integration. The results were mixed at best, with most disagreements being tabled, with meetings scheduled to be held well into the foreseeable future.

German Chancellor Helmut Kohl's drive toward European monetary union has been slowed by currency turmoil and France's near failure to ratify the Maastricht Treaty. Germans seem to be dedicated to European union, but balk at a common currency.
