Latin America seeks shelter

Attitudes to risk among global investors have changed, and this has led to a rise in Latin American bond yields as investors have moved to markets perceived as safer. Latin American stocks have also dropped in value, and economic growth forecasts for 1999 are being revised downwards. The region's current account deficit has risen, and this is a problem due to foreign capital becoming scarcer. There are still flows of foreign direct investment, but there is a challenge in achieving a smooth transition to slower growth.

Investors have seen the prices of their holdings in Latin America fall since Dec 1994, when Mexico's peso was devalued and investors sold their holdings. Investors who sold their holdings may have done so prematurely as Mexico's financial problems are more serious than those in other Latin countries.

A very big deal

The speed with which privatization has been implemented in Latin America, and the vastness of its scale, are remarkable. The sale of 279 companies over 10 years has accounted for $90 billion. Privatization is unpopular in some circles because of the visible displacement of workers.
