The Mexican governmet has had to practise fiscal austerity and has decided against taxing the rich, yet the government also claims to have increased spending on poverty. Income inequality has increased, the minimum wage has dropped, and a higher proportion of workers earned less than the minimum wage in 1997 in comparison with 1991. There is an attempt to target aid more accurately, for example with help for the rural poor, through a scheme offering benefits with certain conditions, called Progresa.

Article Abstract:
The United Kingdom government uses the term 'fair' on occasions when the word 'equal' may be more appropriate. There are important issues related to equality and the redistribution of wealth which should be debated openly, rather than being obscured by usage of the term 'fairness'. The chancellor, Gordon Brown, argues that there is not conflict between 'fairness' and 'enterprise', and such an approach weakens political debate and leads to a loss of clarity.
