London Tube - implementing Public-Private Partnership
Article Abstract:
The UK government aims to establish a new type of Public-Private Partnership for the London Underground, which has suffered from underinvestment for many years. A public sector operating company will be responsible for passenger services on a day-to-day basis, while extensive long-term investment will be made by the private sector through contracts with one, two or three infrastructure entities. London Transport plans to set up infrastructure entities within the London Transport group from spring 1999 to undertake a period of 'shadow-running' of the new structure.

UK government clears the decks
Article Abstract:
The UK government is currently selling off a number of agencies. Building Research Establishment Management has been selected as preferred bidder for the Building Research Establishment, while the Paymaster Agency is to be sold to EDS/Hogg Robinson for $36 million. The government is also looking to sell off London Underground's rail system. This could be sold as a single business, but it is also possible that the lines could be sold or franchised to different operators or that a track authority and franchisees could run trains on individual lines.

London Underground - "a strange hybrid"
Article Abstract:
The restructuring of London Underground is designed to benefit from precedents established from the utility models and from the Private Finance Initiative. The advantages include linking payment to level of performance, and reviewing whether private sector requirements serve the public well, enabling strong levels of competition in the private sector.
