Mahbub ul Haq
Article Abstract:
Mahbub ul Haq was a United Nations economist who started the 'Human Development Report' which sought to go beyond conventional measures of gross domestic product. He included life expectancy, welfare and education in his index. He was especially concerned about the quality of life in South Asia, and he was not popular with the governments of India and Pakistan due to what they perceived as implied criticism. He was also a finance minister in Pakistan between 1985 and 1988, and sought to tax the main wealthy families of that country.
