The China Ocean Shipping Company (COSCO) has 80,000 staff, the fourth largest container fleet world wide, and the second largest bulk fleet. The company is state-owned and earns foreign exchange. COSCO is seeking to replace a terminal at Long Beach, California, with a larger land terminal, and faces opposition from anti-China congressmen. The company is to have an independent board of directors, and the Chinese communications ministry is to abandon its link with COSCO.
