One country, two roads: infrastructure planning eludes the Pearl River delta
Article Abstract:
Poor infrastructure planning plagues the Pearl River Delta, with Baijing, Hong Kong, Britain, and Guangdong Province officials all seemingly unable to communicate. Hong Kong is unable to reach agreement with Chinese leaders over what roads and railways to build and where they should go. The British-Chinese Infrastructure Coordinating Committee appears ineffectual.
