Three proposals forwarded by the Maastricht Treaty of 1991 fail to inculcate an atmosphere favorable to a single currency. Mediterranean economies with looser spending practices could undermine more stable economies. Limits on budget deficits for member nations are not strict enough.

Bridging a continental gap
Article Abstract:
The latest summit meeting of the European Union managed to keep the organization's two main projects, establishing a single currency and expanding the Union eastward, on course. Although differences remain, both France and Germany hope to begin the new currency in 1999.
