Carrot and stick: Colombo proposes to give Tamils greater autonomy
Article Abstract:
Sri Lanka President Chandrika Kumaratunga has proposed granting more political power to ethnic minorities such as the Tamils in an effort to end the 13 year civil war. Her legal proposal suggests replacing provincial councils with legal councils. Some Tamils are satisfied with the plans, but others may not accept such a resolution of the war. Furthermore, the proposal must be approved by a two-thirds majority in parliament.
