A referendum on whether President Ernesto Perez Balladares should be allowed to run again has led to a vote against constitutional change to permit him to do so. There is concern about high prices, unemployment, and lack of social programs to aid the poor. The housing, labor, and foreign ministers have resigned. The opposition could win elections scheduled for May 1999, but is hampered by divisions. The referendum gives hope for the strength of democracy in Panama, where the president had organized a strong campaign to persuade people to vote for him.

A presidential election was held in Panama in May 1999, and Mireya Moscoso, an opposition candidate, was victorious. She plans an inauguration in a stadium. She appointed a cabinet after two months and there are concerns about the comptetence of some of its members. She aims to increase tariffs and end privatization, while tackling poverty. She is likely to have to reduce spending since Panama has economic problems including a fiscal deficit.

The canal and the president
Article Abstract:
The Panama Canal is scheduled to revert fully to Panamanian control on Dec 31, 1999, though there are concerns that Panama is not up to the responsibility. Pres Ernesto Perez Balladares has tried to address those concerns, but not to the satisfaction of many.
