Regulators have toughened the requirements of the Community Reinvestment Act, which requires banks to lend more to the poor and minorities. Banks complain that the law's reporting requirements are too costly. The Federal Reserve recently released a survey that indicated discriminatory lending practices.

The banker's burden

Bill Clinton may ask Congress to reduce regulations on bank loans as a way to stimulated the economy. One regulation that may be rescinded is the rule forbidding basing loan eligibility on character as well as financial ability. In exchange, Clinton expects more loans to poor communities.

Japanese are allowing borrowers to restructure their bad loans with interest rates that are in some cases lower that the official discount rate of 2.5%. The Finance Ministry has given tax breaks to banks to encourage continued lending.
