Yeltsin changed his mind about making Chubais the only first deputy prime minister by appointing provincial governor Nemtsov as well. Nemtsov's duties will include controlling energy monopolies, reforming the pension system and phasing out housing subsidies, while Chubais concentrates on tax collection.

Boris Yeltsin refused to accept Anatoly Chubais's resignation over the book advance scandal because he needs him to manage Russia's economy, but he may be planning to fire Chubais in the future. Chubais's policies have made him highly unpopular in Russia.
