Tony Blair has his cabinet all picked out if he is elected UK prime minister on May 1, 1997. Blair's shadow ministers are analyzed for ability, charm, reliability, and adherence to "New Labour" principles. Gordon Brown and David Blunkett are near shoo-ins for chancellor of the exchequer and education minister, respectively. Other potential ministers and secretaries are evaluated.
