Article Abstract:
Optimism waxes again regarding investments in China, thanks to a resurgence in approvals by the State Planning Commission and to a sense that Chinese counterparties have grown more realistic in terms of rates of return. Though the SPC's workings remain mysterious, they have swung in favor of new projects large and small. Banking reform efforts seem to be working, and the markets have improved despite awkward periods as capital moves dramatically in the direction of greatest perceived gain, a direction that changes daily.

Famine amid feast; hard-currency shortage hurts firms in China
Article Abstract:
Foreign businessmen in China are finding it increasingly difficult to obtain hard currency in the swap market despite the country's burgeoning trade surplus. Similarly, the renminbi has been weakening since 1992. Thus, foreign investors in the country are finding it harder to import the necessary machinery and raw materials, and whatever profits made areworth less when converted into the local currency.
